To assist private, semi-private golf clubs or organized groups wishing to become a Member Club of Golf Manitoba, and Golf Canada, hereinafter referred to collectively as the “association”. As with all programs and services, Golf Manitoba, and Golf Canada, work jointly on membership development and clubs interested in becoming a member of the organizations must apply through GOLF MANITOBA.

In general terms, a golf club is defined as:

“An organization of at least 10 individual members, that operates under bylaws with committees (including a Handicap Committee) to supervise golf activities, provide peer review, and maintain the integrity of the Golf Canada Handicap System. Members of a golf club must have a reasonable and regular opportunity to play golf with each other. They must be able to return scores personally, and these scores must be available for review by fellow club members”.

As a Member Club, your club and its members will receive a variety of benefits outlined elsewhere. More importantly, your club and its members will become a significant part of the game in this country by supporting the programs offered by the governing golf associations.


The following minimum requirements must be met to qualify for membership in the association:

FIRST is the minimum requirement of 10 individuals.

SECOND, you will be provided with a copy of the Golf Canada Handicap System manual. Your club must abide by all of its requirements and procedures. Only Golf Manitoba/Golf Canada Member golf clubs in good standing are permitted to use the Golf Canada Handicap System and Golf Canada Course Rating System and related trademarks and service marks.

THIRD is to form a Handicap Committee. The Handicap Committee is responsible for making sure that all requirements of the Golf Canada Handicap System are met. The member side of golfcanada.ca is an on-line communication and handicap system which is included with membership.

FOURTH is that you must submit association dues for each member. Each individual golfing member of your club must pay annual dues required by Golf Manitoba and Golf Canada. By reason of its membership, the club undertakes to remit these dues to these associations. Golf Manitoba will then issue Golf Manitoba/Golf Canada membership cards to the golf club. A golf club must remit dues for each individual member of that club.

Membership Categories

Membership in Golf Manitoba also provides membership in Golf Canada. The different categories of membership are as follows:


Golf Manitoba cannot permit private and semi-private clubs to select male only or female only membership. It is our policy that clubs must collect and remit dues for all members.


A club (could be privately owned) that has been formed by, and may if a Private Facility, be restricted to, members who pay annual dues at that golf club.

GOLF GROUP (Category II):

A public or green fee club that has been formed by at least 10 members who are not members of a Private or Semi Private Club, who pay green fees, play in a close geographical region, and play together regularly at one or more golf courses. They do not own, lease, manage, operate or control a golf course. The Golf Group shall establish the appropriate committees and otherwise meet all criteria set out in the Bylaws for Member Clubs.


A Training Facility or golf operation that is open to the public, but which has no Category I Members. There may be one or more Category II Golf Groups operating on its premises. Membership cards are not issued to this category.

Membership Services

Golf Manitoba currently has approximately 80 member clubs/groups and 10,000 adult and junior members. Our mission is to develop, promote, govern and service the game of golf in Manitoba and North West Ontario for the benefit of all participants. The following are the services Golf Manitoba provides:

Rural Clinics

Member clubs can arrange to have clinics conducted by Golf Manitoba. These clinics are conducted throughout the summer months and cover all aspects of the game.

School Program

Golf instruction is provided to school children throughout Manitoba and North West Ontario. Golf Manitoba utilizes the Golf in Schools (elementary & high school) and Future Links driven by Acura programs to introduce the game to young people. The program can be conducted either indoors in a gymnasium or outside in the school yard.


A number of different types of camps are held annually for golfers at the beginner, intermediate and advanced skill level. Golf Manitoba employs PGA of Canada Golf Professional Garth Goodbrandson who leads a team of fellow Golf Professionals in conducting a very extensive Player Development program. Annually, the program is reviewed and new information and ideas are added to provide Manitoba and North West Ontario golfers with the best opportunities available.

Course and Slope Rating

A Golf Canada Course Rating is the evaluation of the playing difficulty of a course for scratch golfers under normal conditions based on yardage and other obstacles. This rating is expressed as the number of strokes a scratch player would take in playing the course (e.g. 71.5).

A Golf Canada Slope Rating is an evaluation of how much more difficult the course plays for individuals who are not scratch golfers (bogey golfers). This rating is expressed as a whole number in the range of 70 to 150. When the evaluation indicates a course is of equal difficulty for the scratch and bogey golfer, its slope rating is 113.

All golf courses which are members of Golf Manitoba and Golf Canada are permitted to use the course and slope rating trademarks. This service allows member clubs to provide golfers at their course with a standardized measurement for the difficulty of the course as well as the difficulty between players.

Course ratings are conducted on a ten year cycle with new courses being rated every three years until they are ten years old.

Golf Manitoba has a schedule of courses to be rated annually based on the ten year cycle as well as new member courses joining the Association.


All member clubs in Manitoba and North West Ontario are eligible to provide their members with a certified handicap factor and can register to use the Golf Canada Score Centre at golfcanada.ca at no cost. The Score Centre at golfcanada.ca provides real time handicap factors, accurate course ratings and easy access for Golf Canada/Golf Manitoba members/member clubs with internet access to use at clubs, home, work or elsewhere.


Golf Manitoba maintains an instructional video library, resource information of golf course management and interpretations on the rules of golf. These resources are available for members and member clubs to borrow.


The annual Golf Manitoba magazine (Manitoba Golfer) is delivered to all member clubs and a publication of a newsletters from Golf Manitoba and Golf Canada are sent electronically to all interested members. Members can also receive home delivery of Golf Canada magazine.


The Manitoba Golf Scholarship Fund annually provides financial support to deserving young men and women pursuing a Canadian post-secondary education. These scholarships are available to all Golf Manitoba members with an annual submission deadline of June 30th.


Member clubs have the opportunity to host provincial and national tournaments which provides significant exposure to the club. Individual members can also compete in the many championships conducted by Golf Manitoba and Golf Canada.

On-line registration is available for most of Golf Manitoba tournaments.

Golf Manitoba and Golf Canada members receive a discounted rate for the national professional championships.

Non-Member Clubs

The following clubs have opted to NOT be members of Golf Manitoba and Golf Canada and therefore do not have a valid Course Rating or handicap system. As a result, these clubs should NOT be advertising any form of a slope and/or course rating.

Only a Golf Canada Member golf club or authorized provincial golf association that issues and maintains Handicap Factors in full accordance with the Handicap System as described in the “Golf Canada Handicap Manual” may use the terms “Handicap Factor” and “Slope Rating”, and identify them as such on membership cards or elsewhere.

The terms “Golf Canada”, “Handicap Factor”, “Factor”, “Handicap Factor (N)”, “Handicap System”, “SLOPE”, “Slope System”, “Slope Rating”, “Handicap Differential”, “Course Rating”, “Slope Rating”, “Course Handicap”, “Home Course Handicap”, “Bogey Rating”, “ESC”, “Short Course Handicap”, “Short Course Rating”, and “Course Rating System” are trademarks and service marks.  With the exception of the term Golf Canada, some of these trademarks and service marks are the property of the United States Golf Association which has generously given Golf Canada permission to use the system.

All “away” scores generated at non member clubs are unacceptable for the purposes of maintaining an official Golf Canada Handicap Factor.
